Your CPU has a base clock of 3.6 GHz and a boost clock of 4.2 GHz
If all cores are under 100% load, each core should reach at least 3.6 GHz.
3.9 GHz points to a load mix a bit under 100%, so the clock can go higher.
4.2 GHz can be reached if at least one core is under heavy load but the others are stressed lower.
This is a dynamic game and how much cores can reach 4.2 Ghz at the same time depends on the temperature, the voltage, the current and the quality of the cores.

You can start a 100% load program pinned to one core, check the clock of this core, start the same program pinned to the next core and check the clock and so on.

You can watch the behavior of the CPU with HWInfo.
And if you want more infos to your specific finding, post a screen shot of HWInfo before the bench, while in the bench and after it.
