Just now I read about a microcode bug here:

As it turns out, Ryzen 3000 series shipped with a broken random number generator. It gives you a 0xFFFFFFFF for the "random" number, every single time. For some systems (especially Linux) it made them unable to boot. Destiny 2 on Windows also can't run because of it.

Apparently it should've been fixed with a BIOS update, but it seems not to be the case even today. Article explained how to check if your system is affected, but it required Linux.

For anyone willing to do the check and share their results, I am grateful.
I hope ASRock had this problem fixed.

These problems are fixed since over two months.
Since "AMD AGESA Combo-AM4 1.0.0.3 ABB" the RDRAND problem is fixed (for Linux systemd and Destiny 2 on Windows, but also for all SW using the RDRAND instruction).
So a bios must contain at least this AGESA version, which should be the case for all consumer/mainstream boards from Asrock supporting Zen2 CPUs.

3000Mhz with a CL14 timing is a good setting for this RAM.
Remember, this is dual ranked RAM with a higher electrical load compared to single ranked and you have a 2600 CPU which is designed for max. 2933 MHz RAM clock.
If you will be able to reach 3200Mhz with increased timings, the result probably ends in a lower performance compared to this CL14 timing at 3000MHz.

BTW:
There is a dependency for tCL (CAS) to GearDown mode.
If GearDown mode is enabled, only even tCL values are valid, so it will be rounded up to the next even value.

Copy paste from the same post I made on toms. In short PLAY WITH SECONDARY TIMINGS TOO:

I finally managed to get it to work at 3200.
I downgraded to bios 1.70 after contacting asrock support and following their instructions as they said it is the best bios for 1st gen Ryzen. They also recommended increasing RAM and SOC voltage but none of those helped.
The problem was actually in the sub-timings that the XMP profile sets, not in the 3200mhz clock speed. The Tras value that it was trying to set was too aggresive (54) and the board was not liking it. Setting it to 57 got me up and stable with all other XMP settings untouched. Primary timings were never an issue and I can boot even with CL 14 (altough I dont trust it for 24/7 stability).
So as a general FYI, if you cant get an XMP profile to work take a look at the timings on your bios as XMP profiles can modify the sub-timings too, not only the primary timings. It might be just a single value that prevents it from working.
Finally happy and stable at 3.9 Ghz @1.375 Volts and 3200mhz CL16!

1. Please enter BIOS setup and load BIOS default setting via [F9] key.

2. Try to install the memory to A2/B2 slot to observe if the problem could be solved.

3. Reinstall a clean Windows 10 OS to verify if the symptom is caused by OS data.

4. Install another HDD/SSD to verify the storage configurations.

hello, I'm back after restoring bios to 1.80 thanks to support.
the problem persists, it doesn't go beyond the 3.9Ghz in the bench
other person on toms italy forum, with b450 gaming 4k but ryzen 3600 finds same problems.
my hardware:
XPG ASX8200PNP nvme
ssd 860evo
b450 gaming 4k
ryzen 5 2600X + artic freezer 33 export edition
geforce 2070 super
2X8 ddr4 corsair vegance CMK16GX4M2B3200C16.
I thought it was due to the bios but this is not the case.
Differences from previous tests where it rose regularly to 4.2Ghz: I replaced ssd sata main with nvme, made a new installation of windows 10 with the latest drivers available.
cpu temperature never above 66 ° C under same now that is limited to 3.9Ghz
Can new amd chipset drivers for b450 cause this?

edit: also the other user has identical nvme... is he the cause?

No new firmware was available, how ever, I fixed it. But instead of working top down I decided to work from the bottom up.

- Reflashed bios with 2.10. problem was still there.
- Reinstalled windows - Problem was no longer there (made retore point)
-Started adding the AMD chipset drivers 1 by 1 doing a restore point after each set added

- AMD SATA/ATAPI drivers installed - Problem resurfaced
- Restored windows to before SATA ATAPI driver install - Fixed.

You would be right, that should've been the case.
Except the mainboard in the article didn't get the fix even now.
Granted, it's a rather niche board (Asrock Rack X470D4U), but that situation shouldn't happen.

Oh well, maybe it's just a special case and I'm just being paranoid

Are you sure that your mobo is fine? Because problem with recognising of M.2 was solved since issue of 3.40 beta version.

In the beginning I had bios 3.30, it had 2 main issues: POST and recognizing of M.2. Then with 3.40 update solved M.2 problem but even 3.50 didnt solve post bootloops. Only 3.53 (beta) for my mobo which will follow with 3.60 stable is promising one.

Ah.. installed the new version shows:

Version: 1.0.60
Firmware: 2.10

The hdd spin up/down still happens tho for the other problem i will test the app for a few days.

On Linux you can also explicitly load latest microcode, even if motherboard firmware still ships the old one: https://git.kernel.org/pub/scm/linux/kernel/git/firmware/linux-firmware.git/tree/amd-ucode

Are the M.2 drives you have tested on the board's QVL list?

the board supports both sata and pcie interface type m.2 in theory all types should work i'm leaning towards the board has something wrong on the slot itself

In this assembly, does the memory only work in single channel? Does this motherboard support dual channel mode and how to enable it?
